Center Maintenance, Operations, and Engineering (CMOE II)
CMOE II Description
Amentum holds the Center Maintenance, Operations and Engineering II (CMOE II) contract by NASA’s Langley Research Center (NASA Langley), a hub of scientific and engineering innovation as well as the recently named Aeronautics Research Center of Excellence for the Agency.
Under this contract, Amentum will deliver solutions for advanced research systems such as wind tunnels, laboratories, and research utilities, as well as advanced engineering expertise including design, project, construction and configuration management, and pressure system recertification. We will also provide crucial mission capabilities, including preventive maintenance, repairs, and central utilities operations across NASA Langley’s institutional and research facilities.

Advance Aerospace Science and Deep Space Exploration
Advanced technology systems require both accurate and quality data to make informed design, test, and flight decisions. Our team of expert personnel help our customer to reach beyond the stars by operating and maintaining critical LaRC aerospace research facilities and equipment. This includes subsonic and transonic wind tunnels, laboratories, test stands, and related ground data systems.
Our capabilities include Computational Fluid Dynamics; Aerodynamic Loads; Acoustics and Aero-acoustics; Digital Controller Engineering; Ground Vibration Test Engineering; Test Article Integration; Model Structural Analysis; Laser and Dynamic Data Support; Instrumentation Systems Support; Facility Automation and Control Systems (FAS); and Data Acquisition Systems (DAS).

Solve Critical Challenges
We allocate our best technical resources from across every CMOE department for early identification of project risks to reduce uncertainty and enable highly effective IDIQ task management. Our engineering team provide a broad-scope of disciplines and extensive suite of capabilities that have solved complex challenges for over three decades at NASA Langley. Our capabilities include Systems Engineering; Design Engineering; Tactical Engineering; Building Information Modeling (BIM); Pressure System Recertification; Component Verification; Configuration Management; Architectural & Leadership in Energy & Environmental Design (LEED); and multiple disciplines of Facility Engineering (Mechanical, Civil/Structure, Electrical, Process Systems, Controls and Instrumentation, and Data Systems).
Our Maintenance and Systems Support teams are proven leaders – and industry award winners – in Reliability Centered Maintenance. By implementing a robust preventive maintenance program, we have achieved and maintained a world-class proactive maintenance ratio of at least 91% or more for the last four years.
Combining aging infrastructure with modern technology does comes with challenges. To provide better visibility into asset health and reliability, we developed, implemented, and maintain a Condition Based Maintenance program that currently monitors 784 mission critical assets with over 2,500 data points to provide a clearer picture of asset health and reliability across the center.
Drive Innovation for the Future
Our team has implemented continuous improvements to and for the center for over ten years. Concerted efforts have been made since 2020 to capture those improvements resulting in over 190 documented enhancements – from process to hardware to infrastructure improvements. Just in the last 24 months, our implemented continuous improvements delivered a combined estimated savings of over $1.2M.
By embracing the swiftly changing data visualization environment, we have become an agile technology asset to both the contract and our customer. We develop digital solutions using Power BI, Power Apps, and Power Automate to optimize data collection and report dissemination. By leveraging this software, our team produced a portfolio of robust tools that drastically improved visibility to facility maintenance schedules, work order timeliness, and streamlined access requirements for tools like IBM Maximo. Information visibility and data integrity continues to improve allowing our customer to make the most informed decisions with regards to the complex maintenance and operation of the center.
